Item Specifications and Rate Quoting

The bidder must quote per-carton rates inclusive of all taxes and charges for each brand and bottle size in both figures and words. The financial bid annexure carries three rows and three rate columns:

The bidder must enter rates in figures and in words for every bottle size; in case of discrepancy, the rate in words will prevail.

Eligibility and Conditions

• The bidder must be a registered firm, authorised dealer, authorised service centre or distributor

• GST registration number must be enclosed; bids without GST registration will not be considered

• PAN number must be submitted

• The bidder must impose no condition other than those listed in the bid; non-compliance allows the Commission to reject the bid

• The bidder must sign and seal every page of the bid

• The bidder must accept all the conditions on the attached sheet of the bid notice

• The delivery period in the order must be respected; the supply must be made within the period defined in the order

Bid Form Filling Rules

• The bid form must be filled with ink or by typing; pencil-filled bids will not be entertained

• The bidder must sign every page of the bid with the firm seal and submit a separate proof of acceptance of all conditions

• Rates must be quoted in both figures and in words; cuttings or overwriting must carry the bidder's short signature along with the date

• Rates must be inclusive of all taxes (rates are accepted on FOR Rajasthan Public Service Commission, Ajmer basis)

Performance Security and Order Conditions

• After the supply order is issued, the successful bidder must deposit a Performance Security of Rs. 9,900 (5 per cent of the estimated procurement cost) within 7 working days, in the form of an FDR or Banker's Cheque, and execute a contract in the prescribed format

• The performance security can be forfeited fully or partly if:

  • The conditions of the limited tender and supply order are violated

  • The bidder fails to make complete supply satisfactorily

  • The buyer gives reasonable notice before forfeiture and the decision of the buyer is final

  • The bidder must bear the cost of preparing and stamping the contract; one stamped copy must be submitted to the department

• Payment will be made as per government norms; no advance payment will be made

• The buyer can reject any bid without giving any reason or reject the lowest rate bid

• Conditional and telegram bids will not be accepted

• All disputes will fall within the territorial jurisdiction of Ajmer

• The buyer reserves the right to increase or decrease the quantity specified in the tender

• The supply period stated in the supply order will be final and the successful bidder must supply within the period prescribed in the order, which will be a maximum of 7 working days

• If shortages, breakage or wastage are found in the supply, the amount will be deducted from the bill; if the supplier fails to replace defective or short items within a reasonable time, the amount and performance security can be adjusted, and if recovery is not possible, action under the Rajasthan PDR Act will be taken

• The rates given in the bid are valid for one year and can be extended under RTPP Act 2012 and RTPP Rules 2013

• The bid form is accepted only in its original form

• Damages due to non-fulfilment as per the conditions can be deducted from the firm's bills

6. Fill the bid form with ink or by typing only; quote rates inclusive of all taxes in figures and in words for every brand and bottle size

7. Sign every page of the bid with the firm seal

8. Submit the sealed bid envelope to the Commission office before 1.00 PM on 13 May 2026

Important Instructions

• Bids received after the prescribed date and time will not be considered

• The bidder must accept and sign every page of the bid with the firm seal

• Telegram and conditional bids will not be accepted

• The Commission has the right to reject any or all bids without assigning any reason and is not bound to accept the lowest rate

• The supply must begin promptly upon issue of the work order; if the successful bidder fails to start supply within 10 days of the work order, the Secretary, RPSC can re-tender or arrange the supply from the market at the bidder's risk and recover the extra cost

• All taxes are payable by the bidder; GST payment liability is on the bidder

• The Commission will deduct all government dues and TDS as per government rules

• The bidder cannot sublet the contract to any other agency or on rent

• All disputes will fall within the territorial jurisdiction of Ajmer

• The provisions of the RTPP Act 2012 and RTPP Rules 2013 apply
