Tender Details
NHM Trivandrum requires the hiring of one 6/7 seater air conditioned vehicle for the MIU Attingal programme. The vehicle will be stationed at TH Attingal. Details are as follows:

The contract period may be extended further. NHM can increase or decrease the number of vehicles at any point based on requirement.
Vehicles must be of May 2021 make or higher model, in good running condition, hygienically maintained and with good upholstery throughout the contract period.
EMD / Earnest Money
- Tender Fee - Rs. 1,100
- Earnest Money Deposit (EMD) - Rs. 5,400
- Security Deposit - 5% of the total quoted amount (for qualified tenderers only), to be submitted within 7 days of award in the form of DD
The successful bidder must execute a contract agreement on Rs. 200 Kerala Stamp paper within 7 days of issue of the award. EMD of unsuccessful bidders will be returned within 30 days of opening of bids. No interest is paid on EMD. Bid validity: 150 days from date of opening.
Note: MSMEs registered under GO(P) No. 3/2021/SPD dated 22.03.2021 are exempt from Tender Fee and EMD (originals to be produced).
Eligibility / Pre-qualification
Eligible bidders must:
- Own or have on lease a fleet of one or more vehicles including those quoted, registered as commercial vehicles (taxis) with RTO permit
- Vehicles must have original registration on or after May 2021
- Have at least one year of experience providing vehicle services before the date of Notice Inviting Tender (NIT), evidenced by a competency certificate from a PSU, Central/State Government or reputed private company
- Have previously executed similar contracts for diesel-driven commercial AC cars and MUVs for companies, firms, travel agencies or rental car services
- Submit full vehicle details and a clear declaration of ability to supply commercial vehicles with original registration on or after May 2021 along with proof of RC and Lease Deeds
- Not have failed to provide proper services under previous NHM tenders; defaulters from previous contracts are strictly not permitted to participate

- Verification certificate of driver from the concerned Police Station in the standard format (to be submitted within 10 days of award)
- Attested copies of driving licences of all drivers to be deployed
How to Bid

- Review all terms, conditions, vehicle specifications and penalty clauses before preparing your bid.
- Ensure the vehicle to be quoted is of May 2021 make or newer and is registered as a commercial taxi with RTO.
- Prepare a Technical Bid with all required documents and a Price Bid quoting the rate as per Clause 3 (vehicle type and programme as listed).
- Quote separately for daily hire charges on an 8 Hours/100 km basis in addition to the monthly contract rate.
- Attach a separate Demand Draft from any nationalised or scheduled bank as Tender Form Fee and EMD, drawn in favour of the District Health and Family Welfare Society, National Health Mission, payable at Thiruvananthapuram.
- Submit the sealed bid to DPMSU, NHM, W&C Hospital Compound, Thycaud, Thiruvananthapuram on or before 05 June 2026 at 5:00 PM.

Important Instructions
- Duty hours are 9:00 AM to 6:30 PM (9 hours 30 minutes) on 6 days a week (Monday to Saturday). Vehicles must also be available on Sundays and holidays based on requirement, with no extra charge for holidays.
- Distance counting starts from the DPM Office, Thycaud, which is also the normal starting and closing point.
- Monthly bills must be submitted in triplicate by the 5th of the following month along with original completed trip sheets signed by authorised NHM users. Trip sheets without proper signature will not be considered for payment. Payment will be made within 30 working days of receipt.
- Name board "On Contract with National Health Mission, Government of Kerala" (white letter on medium blue background as per RTO/KMVD rules) must be displayed above front and rear number plates of all vehicles. Vehicles without the name board will not be permitted for duty.
- Drivers must be qualified, experienced, licensed and possess a taxi badge. Police verification certificate from the concerned Police Station must be submitted within 10 days of contract award.
- Drivers must wear proper uniforms at all times while on duty as required under Kerala Motor Vehicles/RTO rules.
- Consumables (fuel, lubricants, tyres, battery, repairs, maintenance, taxes and insurance) are the service provider's liability.
- Vehicles must not be registered in the name of an NHM employee or their close relative.
- No sub-contracting of the allocated service is permitted. Near relatives of NHM employees (directly recruited or on deputation) are prohibited from participating.
- Penalty for driver reporting without uniform: Rs. 100 per instance deducted from bill. Penalty for non-availability of vehicle: Rs. 500 per day in addition to deduction of hire charges.
- Vehicles registered before May 2021 with RTO will not be accepted.
- The jurisdiction for disputes is the District Court of Thiruvananthapuram.
