Tender Details
NHM Trivandrum requires empanelled suppliers to provide packed food items in quantities ranging from 20 to 200 packs per programme event to venues where NHM programmes such as NHM, CD, NCDI, RCH, NUHM, 15th Finance Commission and similar programmes are conducted including Conferences, Meetings and Trainings.
The food items to be supplied cover two main categories:
Conference/Meeting Package (morning and evening snacks plus lunch):
Morning and Evening (10:30 AM and 3:30 PM): Tea/Coffee along with snacks (one item from: uzhunnu vada, parippu vada, pazham pori, ilayada, kozhukatta, samosa, puffs).
Lunch at 12:30 PM: A complete meal comprising rice/chamba, curry (avial/tharival/kuttukari), thoran, mezhukku puratti, pachadi/kichadi, achaar (ginger/naarannga/maanga/nellika), pappad, sambar and pulisherry, black tea/coffee, fish curry (kera/vellachura, 40g minimum), payasam/ice cream (100 ml) and packaged drinking water.
Special Entries (a la carte): Bread items (chapathi, porota, appam), chicken curry (30g minimum, 2 pieces), vegetable curry, gopi manchurian, fish fry (40g minimum, kera/vellachura), chicken fry (chettinad, 20g, 3 pieces per person), chicken fry (vaalath, 60g, 1 piece), chicken dum biriyani (medium size, 2 pieces), vegetable biriyani (with salad, achaar, pappad, ice cream 100 ml), fried rice/pulao/chilli chicken (with salad, achaar, pappad, ice cream 100 ml), fried rice/pulao/gopi manchurian (with salad, achaar, pappad, ice cream 100 ml), vegetable salad/green salad, fruit salad with ice cream, gulab jamun with ice cream.
Only establishments capable of supplying all the above food items in the required quantities will be considered. Partial capability bids will be rejected.
EMD / Earnest Money
- Tender Form Fee - Rs. 1,500
- Earnest Money Deposit (EMD) - Rs. 10,000
- Security Deposit - 5% of total contract value (Rs. 50,000 based on estimated amount) — applicable only for those who receive the Award of Contract (AOC)
Note: As per GO(P) No. 3/2021/SPD dated 22.03.2021, MSMEs registered under the relevant government order are exempt from payment of Tender Form Fee and EMD (original documents must be produced).
Eligibility / Pre-qualification
The bidder must:
- Be a registered catering establishment/hotel/event management company with government registration documents in the name of the participating bidder (original documents to be produced)
- Have a minimum of three years of experience in the field (experience certificate to be produced)
- Hold a Food Safety and Standards Authority of India (FSSAI) licence/food safety department certificate or legal metrology certificate linked to food manufacturing/distribution
- Have health cards for all kitchen workers and food distribution staff
- Submit the company's GST registration number and PAN card
Documents to Be Submitted Along with Tender
- Government registration certificate of catering/hotel/event management establishment (in the bidder's name)
- Experience certificate showing at least three years of activity
- FSSAI licence/food safety department certificate/legal metrology certificate
- Health cards of kitchen workers and food distribution staff
- GST registration certificate and PAN card
- MSME registration (if claiming fee/EMD exemption under GO(P) No. 3/2021/SPD dated 22.03.2021)

Important Instructions
- Leftover food after distribution must be taken back by the supplying establishment; the programme venue must be kept clean.
- A minimum of two life employees must be deployed for food distribution at each programme.
- Food must be delivered and distributed on a timely schedule: morning 10:30 to 11:00 AM, lunch 12:30 to 1:00 PM, evening 3:00 to 3:30 PM, or as directed by the programme coordinator.
- Proper ceramic plates, steel glasses and other utensils as specified must be provided by the supplier.
- Food must be distributed as per the allotted quantity; no shortfall or complaints are permitted. The establishment will be held responsible for quality and quantity deficiencies, and compensation for financial losses will be recovered.
- The empanelled establishment must sign an agreement with NHM. The contract period is one year, extendable up to two years based on performance.
- Government taxes as applicable will not be reduced from bills.
- Bids from establishments not capable of supplying all listed food items will be rejected.
