Tender Details

The Commission requires Double Bed AC rooms with tea, breakfast and dinner for experts called from time to time for confidential examination work. The work is being awarded to multiple hotels through empanelment so that as the daily demand fluctuates from 00 to 10 experts on lean days and 40 to 50 experts on peak days, the Commission can allot work proportionately among panel hotels.

• Name of Work - Provide accommodation (Double Bed AC Room), tea, breakfast and dinner to RPSC experts in Ajmer city

• Contract Duration - 01 June 2026 to 31 May 2027, extendable by mutual consent under RTPP rules

• Service Window for Bidders - Bidders are advised to visit the Commission Office in person and meet the Chief Examination Controller and Secretary on a working day between 9.30 AM and 6.00 PM to understand the scope of work before bidding

• Maximum Panel Size - 5 hotels

• Sub-letting - The contractor cannot sublet the contract or any substantial part of it to any other agency

• Bid Validity - 90 days from the date of opening of the Technical Bid

Fee, RISL Charge and Bid Security

All three amounts must be deposited through one e-Grass challan in the name of Rajasthan Public Service Commission, Ajmer, as per Finance Department circular P.6(5)Vitt(SaViLeNi)/2018 Jaipur dated 27 April 2020 and dated 09 July 2020. No other payment mode is acceptable; bids without the challan attached will not be considered.

Eligibility and Pre-Qualification

• The bidder must be a registered firm, supplier, hotelier or person owning or leasing an established hotel in Ajmer city

• Hotel must offer Double Bed AC rooms with attached bath, room size minimum 200 sq ft including toilet

• Minimum 25 AC rooms in the hotel

• Hotel should be within 10 km of the RPSC Ajmer campus; hotels beyond 10 km may be considered on case-to-case merit

• Three-year average annual turnover of Rs. 35 lakh for financial years 2022 to 23, 2023 to 24 and 2024 to 25, supported by a CA-certified certificate uploaded on e-Proc

• Three-year prior work experience averaging Rs. 35 lakh in hotel-related work with a central or state government department, undertaking, board, autonomous body, recognised private institution or private individual, supported by a CA certificate or a self-declaration on Rs. 100 non-judicial stamp paper

• Valid registration or permission from Municipal Corporation; in absence, a copy of application receipt not older than one month at the date of bid submission

• Valid FSSAI permission or registration issued by the Chief Medical and Health Officer

• The bidder must not be debarred or blacklisted by any central, state government, undertaking, board, autonomous body or private institution

• Non-debarment and non-blacklisting affidavit on Rs. 100 non-judicial stamp paper (Annexure III)

• Confidentiality and non-disclosure affidavit on Rs. 100 non-judicial stamp paper (Annexure III)

• Authorisation letter where the bidder authorises a person other than the owner or partner (Annexure IV)

Scope of Work

• Double Bed AC rooms with attached bath, including morning tea or coffee, breakfast and dinner

• Each room minimum 200 sq ft including toilet

• Rooms must be clean, air-conditioned, safe and comfortable; multi-storey hotels must have a lift

• Hotel must meet fire safety standards and have an emergency response system

• Adequate parking facility

• Hotel must not be located in a densely populated area; emergency vehicles and fire-tenders must have clear access

• Proper ventilation in rooms is necessary

• Prescribed safe entry and exit arrangements

• Full security and safety arrangements

• Room rent will be paid for the actual period of expert use and will not exceed the approved rates under any circumstance

• Daily expert numbers can range from 00 to 10 and may go up to 40 to 50; the duration is reckoned from arrival to departure

• Arrival information will be given two days to 24 hours in advance and departure one day to 12 hours in advance by the authorised coordinator or officer of the Commission

• Experts will be issued only a Code number; the hotel must not disclose the identity of any expert under any circumstance

• The Commission's authorised team or officer can inspect rooms, food and beverages at any time; non-conformance will lead to immediate cancellation of the work order and the next empanelled hotel will be allotted the work

• The hotel must not be operating in violation of any rules or be sealed by any state department or agency

Method of Empanelment

1. A list of all bidder firms will be prepared

2. All bidder hotels will be inspected before technical approval; previously empanelled hotels can be technically qualified without a fresh inspection

3. The L-1 financial rate will be put forward to the other technically qualified bidders for acceptance; bidders accepting the L-1 rate will be empanelled after inspection

4. A maximum of 5 hotels will be empanelled; the number can be reduced or increased at the time of final selection

5. Work will be allotted proportionately to all empanelled hotels as far as possible

6. The 2 per cent EMD already paid will be returned after the performance security is received

Agreement and Performance Security

• Performance Security Amount - Rs. 3,50,000 (70,00,000 multiplied by 5 per cent), divided proportionately among panel hotels

• Form - FDR or GRN; the 2 per cent EMD can be adjusted against this amount

• Return - Returned without interest at the end of the contract

• Bank Location - The bank or post office must be located in Ajmer; if outside Ajmer, attestation by the bank concerned is required

• Agreement Execution - Within 7 days of rate approval, the successful bidder must execute the contract on Rs. 500 non-judicial stamp paper in prescribed Form S.R-17 at their own cost; the original stamp-paper copy must be provided to the Commission free of cost

• Submission Window for Performance Security - Within 7 days of the date the bid acceptance notice is communicated

Forfeiture of Bid Security

The bid security can be forfeited if:

• The bidder withdraws or modifies the proposal after the bid is opened but before its acceptance

• The bidder fails to execute the contract within the specified time

• The bidder fails to deposit the performance security after the bid is accepted

• The bidder breaches any provision of the Code of Integrity under the Act and Rules Chapter 6

Payment Procedure

• No advance payment will be made

• Cash payment will not be made

• Payments will be made every 15 days for the work done in that period

• TDS and GST TDS will be deducted as per government norms before payment

• The firm must clearly mention bank account number, IFSC code, bank name and account holder name with the bill

Penalty Provisions

• If the firm fails to perform as per the e-bid conditions, the performance security will be forfeited and the work order will be cancelled

• If the firm, hotelier or its employees disclose the identity of any expert or breach confidentiality, action will be taken under the Rajasthan Public Examination (Measures for Prevention of Unfair Means in Recruitment) Act 2022 and other applicable laws, and the firm or hotelier will be blacklisted

• If the successful bidder fails to provide the arrangement as per the scope of work or abandons the work midway, the Commission will make alternative arrangements at the bidder's cost and deduct the cost from the bill or performance security

• All disputes will fall within the territorial jurisdiction of Ajmer

Important Instructions

• Bids received after the prescribed date and time will not be considered

• The successful bidder must maintain full confidentiality of the work; any breach by the firm or its employees will invite legal action by the Commission

• First Appeal in any procurement dispute lies with the Joint Secretary, DOP (A-2), Jaipur; Second Appeal lies with the Secretary, DOP, Government Secretariat, Jaipur

• Fee for First Appeal is Rs. 2,500 and for Second Appeal is Rs. 10,000, both non-refundable, payable by demand draft or banker's cheque of a scheduled bank in India in the name of the appellate authority

• The bid is two-cover; the Financial Bid will be opened only of those bidders whose Technical Bid is found acceptable

• All certificates must be in Hindi or English; certificates in any other language must be translated into Hindi or English with attestation

• All required documents and certificates must be valid as on the last date of bid submission

• No condition other than those listed in the bid document will be entertained

• The Procurement Committee can call for clarifications or additional documents if needed to test merit or to remove a procedural defect that affects fair competition

• The Secretary, Rajasthan Public Service Commission, Ajmer, can reject any bid or part of it without assigning any reason

• The Commission is not bound to accept the lowest rate

• The bidder must not have been previously debarred or blacklisted by any institution

• Food and beverages supplied must be fresh, safe and unadulterated; in case of food poisoning or any incident endangering an expert, legal action will be taken against the firm or hotelier

• The bidder must possess the necessary professional, technical, financial and managerial resources as required under Section 7 of the Rajasthan Transparency in Public Procurement Act 2012

• The bidder must not have any conflict of interest as defined in Annexure A of the bid document
