Item Specifications and Quantity

The Annexure rate sheet asks bidders to quote per-piece rates inclusive of all taxes in figures and in words for Double Bed, Mattress (Gadda) and Pillow (Takiya).

Eligibility and Conditions

• The bidder must be an authorised dealer or authorised seller; authorised dealer or seller proof must be enclosed, without which the bid will not be considered

• GST registration of the state of business must be enclosed, with a copy of the GST registration certificate

• PAN number must be submitted

• Quoted rates must include all applicable taxes

• A blacklisting affidavit on the firm letterhead is mandatory, declaring that the firm, company or agency has not been blacklisted by any central, state government or government, semi-government department or undertaking

• The supply will be made as per the Commission's requirement in one lot

• Bidders cannot impose any additional condition; the Commission has the right to reject any bid that imposes extra conditions

• The bidder must not sublet the contract to any other agency

Bid Form Filling Rules

• The bid form must be filled with ink or by typing; pencil-filled bids will not be accepted

• The bidder must sign every page of the bid with the firm seal and submit a proof of acceptance of all conditions on the last page

• Rates must be quoted in both figures and in words; in case of discrepancy, the amount in words will prevail

• No cuttings, overwriting (Errors) or pencil entries are allowed; any correction must be clear and carry the bidder's short signature with date

Performance Security

After the rates are approved, the successful bidder must deposit the Performance Security as per RTPP Rules:

• 5 per cent of the order value for ordinary suppliers

• 1 per cent of the order value for Rajasthan small industries

• 2 per cent of the order value for non-small industries other than Rajasthan

Specification and Rejection Rules

• All supplied items must fully comply with the bid specifications and the trademark mentioned

• The procurement officer's decision on whether the supplied items meet the specifications will be final and binding on the bidder

• Items found non-conforming during inspection or testing will be rejected and the bidder must replace them at their own cost within the time fixed by the procurement officer

• If urgent government work makes replacement infeasible, the procurement officer can deduct an appropriate amount from the approved rate after giving a hearing; this decision will be final

• Rejected items must be removed by the bidder within 15 days of being notified; thereafter the procurement officer is not liable for any loss, damage or shortage, and may sell the items at the bidder's risk and cost

• Warranty: items supplied will remain in conformity with the specifications and quality for the period stated; non-conforming items can be rejected by the procurement officer at the bidder's risk

Important Instructions

• Bids received after the prescribed date and time will not be considered

• The bidder must sign every page of the bid with the firm seal

• Telegram and conditional bids will not be accepted

• The Commission has the right to reject any or all bids without assigning any reason and is not bound to accept the lowest rate

• The Commission can re-tender or arrange supply from the market at the bidder's risk if the bidder fails to start supply within 10 days of the work order, and the extra cost will be recovered from the bidder

• All bid pages must be signed; any bid with cuttings without the bidder's signature will be rejected

• The bid is valid for 90 days from the date of opening

• For the supply, the procurement officer's instructions will prevail; supply must begin promptly after the work order is issued

• The Commission will deduct all government dues and TDS as per government rules

• First Appeal in any procurement dispute lies with the Joint Secretary, DOP (A-2), Jaipur; Second Appeal lies with the Principal Secretary, DOP, Government of Rajasthan, Jaipur

• All disputes will fall within the territorial jurisdiction of Ajmer

• All provisions of the RTPP Act 2012 and RTPP Rules 2013 apply

Bidder Declaration

The bidder must sign and submit a declaration that the bid is given as a bonafide manufacturer, wholesale seller, sole distributor, authorised dealer or sole selling or marketing agent (with copy enclosed). If the declaration is found false, the performance security can be forfeited and the bid can be cancelled to the extent of acceptance, without affecting any other action.
