This is a goods bid on GeM for procuring 05 ECG Machines for ESIC Hospital Peenya at Bangalore. The buyer has fixed an Estimated Bid Value purely as guidance for EMD computation; the actual quote will be evaluated through GeM's standard process including Reverse Auction. The bid is reserved for Class 1 local suppliers under the Public Procurement (Preference to Make in India) Order 2017 - the minimum local content required to qualify as a Class 1 local supplier is denoted in the GeM document and all bidders must upload an OEM certificate regarding local content along with the bid.

The order quantity may be increased or decreased up to 25% of the bid quantity at the time of placement of contract under the Option Clause, and ESIC reserves the right to increase the ordered quantity up to a further 25% during the currency of the contract at the contracted rate. A buy-back of three existing BPL Cardiart 6108T units (Serial Nos. AVML1C17639, AVML1H18408 and AVML1E17951) is part of this procurement; sellers may visit the site in advance to inspect the buy-back items before quoting.

Technical specifications are governed by the GeM golden parameters for ECG Machine (V2), with the buyer-added ATC superseding any conflicting golden parameter. The machine must support 12 simultaneous leads, Automatic / Manual / Rhythm modes, 12-channel acquisition with lead-fail and lead-reversal indication, real-time colour backlit display with signal quality indication, a 7-inch LED screen with 640 x 480 resolution, thermal printing on A4 paper at 10 mm/sec, ECG storage of 50 to 99, built-in rechargeable battery (50 ECGs or 1 hour rhythm recording on a single charge), 220-240V AC 50 Hz Indian-plug power input, and an operating range of 10-40 degrees Celsius / 15-90% RH.

The complete supply includes 1 ECG machine with 12-lead interpretation, 2 patient cables, 1 set of adult chest electrodes, 2 sets of paediatric chest electrodes, 2 limb electrodes each for adult and paediatric use, a power cable, clip electrodes, and 2,400 ECG thermal papers (A4 sheet / Z-fold) per machine for the first 3 months. The product must be MDR 2017 compliant and meet IS 13450:Part 2:Sec 25 / IEC 60601-2-25 safety standards; the manufacturing unit must hold ISO 13485 (latest) certification.

How to Bid

1. Register or log in on the Government e-Marketplace portal at https://gem.gov.in/ as a seller.

2. Search by GeM Bid Number GEM/2026/B/7472276 and add the bid to your dashboard.

3. Read the buyer-added ATC carefully and validate the technical specifications, buy-back details and warranty / CMC obligations.

4. Attend the pre-bid meeting on 16 May 2026 at 2:00 PM at ESIC Hospital Peenya, Bengaluru, in person or via meet.google.com/wie-euyf-pfh.

5. Arrange the EMD of Rs 16,000 (or upload exemption documents), and prepare the ePBG of 5% valid for 62 months.

6. 7. Quote per-machine price for ECG models that use A4 sheets / Z-fold papers, including CMC charges for the 5 post-warranty years (CMC must be between 3% and 25% of equipment cost per year, with each year's CMC not lower than the previous year).

8. Submit the bid digitally on GeM before 30 May 2026 at 11:00 AM; ensure the hard-copy DD reaches the Medical Superintendent, ESIC Hospital Peenya within 5 days of the bid end date.

Important Instructions

• Onsite demonstration of the quoted model must be provided either at ESIC Hospital Peenya or at the nearest installation site where the product is already installed; acceptance or rejection rests with the Medical Superintendent.

• The equipment is covered by a 5-year Comprehensive Warranty followed by a 5-year Comprehensive Maintenance Contract (CMC) at a rate not exceeding 5% of equipment cost per year. Comprehensive Warranty covers preventive maintenance including calibration as per the manufacturer's service manual, service charges and spares. Consumables are not included.

• Uptime warranty of 98% on a 24x7x365 basis applies during both warranty and CMC periods, with penalty in the form of extension of the warranty period by double the downtime.

• Late delivery attracts a penalty of 0.5% per week, capped at 2% of the total bid amount.

• Bidders' offer must include all costs of supply, installation, testing, commissioning, training of operators (5 employees for 1 day at ESIC Hospital Peenya) and statutory clearances.

• Product / spare-parts shelf life on the date of supply must be at least 10 years balance / usable.

• Spares must be available for purchase for at least 10 years from the date of supply; the OEM must provide advance notice before discontinuing spare production.

• The seller must not assign or sub-contract the contract in whole or part without prior written consent of the buyer.

• Buy-back: GST applies on the buy-back value separately; the seller must lift the old equipment from the consignee premises at the time of supply of the new units.

• Integrity Pact specific to ESIC must be signed and uploaded with the bid.
