Tender Details
ESIC is undertaking a major redevelopment of the 300-bedded Indira Gandhi ESIC Hospital and the staff quarters at Jhilmil, Delhi on a deposit-work basis. To execute this project, ESIC intends to engage a Public Sector Undertaking (PSU) or eligible Central / State Government organisation / autonomous body as Project Management Consultant under Rule 133(3) of the General Financial Rules - 2017 (GFR-2017). The PMC will be responsible for the entire architectural and engineering services, supervision of work, and construction of the establishment as defined in the tender's Scope of Work (Annexure III) and the Memorandum of Understanding (Annexure IV).
The procurement is on a deposit basis - the approved project cost of Rs 390.50 crore covers the tender value, service charges, ESI, EPF and any variations or deviations as applicable. The successful PSU is responsible for submitting concept and preliminary drawings, preparing the preliminary estimate, executing the work, and meeting the milestone chart (Annexure VI). The PSU must mobilise an Initial Deposit equivalent to 10% of the approved estimated cost (released against the performance security) and submit Performance Security of 10% of the approved estimated cost within two weeks of A/A&E/S being conveyed by ESIC. Joint ventures and consortia are not permitted in this tender.
The set of tender documents consists of Section 1 (Notice Inviting Bid), Section 2 (Instructions to Govt PSU Bidders), Section 3 (Qualifying Criteria), Section 4 (Financial Bid), and Annexures I to VIII covering acceptance of conditions, undertaking, scope of work, MoU, integrity pact, milestone chart, format of bid security declaration in lieu of EMD, and form of solvency certificate. Bidders must read all clauses including definitions of A/A&E/S, Approved Project Cost, Bid Validity, Service Charge / Centage Charge, Performance Security and Tender Value before drafting the proposal.
Eligibility / Pre-qualification
Only Central or State Government organisations or Public Sector Undertakings qualifying under GFR-2017 Rule 133(3) are eligible to participate. Specific qualifying criteria are set out in Section 3 of the bid document and cover:
Organisation details (Form A) and strength of key technical personnel (Form B)
List of Project Management Consultancy assignments completed in the last 7 years (Form C)
List of major PMC projects in progress (Form D)
Financial turnover in the last 5 years (Form E)
Certificate (Form F) and the solvency certificate from a scheduled bank (Annexure VIII)
Authority letter from the Competent Authority (CMD / MD / Chairman) of the PSU on company letterhead, duly signed and stamped, is mandatory for signing the bid document. Bid evaluation will be on a QCBS basis - the H-1 PSU whose marks in QCBS evaluation are found highest is considered for award. In case of a tie, the PSU with the highest technical marks is selected; if those too are equal, the bidder with the highest average annual turnover in the last three years is awarded the work.
EMD / Earnest Money
In place of Earnest Money Deposit, the bidder must submit a Bid Security Declaration Form (Annexure VII) along with the bid. Joint Venture or Consortium participation is not allowed for this tender. ESIC reserves the right to reject any or all bids without assigning reasons. If the bidder withdraws the bid before the 180-day validity period or modifies bid conditions unacceptable to ESIC, the bidder is liable to be disqualified from this tender and from re-bidding for the same work.

Quote the lump-sum service charge in percentage in the Section 4 Financial Bid template, with two decimals greater than zero.
Digitally sign and upload all scanned, attested documents on the CPP Portal in PDF / XLS / RAR / DWF / JPG formats (scanned at 100 dpi black and white) before 12:00 PM on 10 June 2026.
Click Freeze Bid Submission, save the bid summary as acknowledgement, and carry the printed acknowledgement to the technical-bid opening on 11 June 2026 at 12:00 PM at ESIC HQ, Panchdeep Bhawan.
Important Instructions
The bid is open only to Central / State Government organisations or PSUs qualifying under GFR-2017 Rule 133(3). Joint ventures and consortia are not allowed.
Bids must be quoted strictly per the terms, conditions and specifications. Conditional bids or counter conditions will be rejected outright.
PSUs must quote the rate in percentage only, up to two decimals greater than zero, in the appropriate Section-4 column.
The bid remains open for acceptance for 180 days from the last date of submission. Withdrawal of a bid within this period attracts disqualification from this tender and any re-bidding.
The Date of Start of Work shall be considered from the date of signing of MoU.
Performance Security equal to 10% of approved estimated cost must be submitted within two weeks of A/A&E/S being conveyed by ESIC.
Any misrepresentation or falsification in the bid documents renders the bid invalid and disallows the bidder from future ESIC participation.
