Tender Details

Network Access Control (NAC) GeM Bid

The Network Access Control procurement is a high-volume GeM bid covering 2,697 NAC units for ESIC offices. It is a Two Packet Bid (technical + financial) with Reverse Auction enabled - the RA Qualification Rule is "50% Lowest Priced Technically Qualified Bidders". The bid offer validity is 120 days from the end date and the technical evaluation allows 5 days for clarifications. Inspection by an empanelled inspection authority pre-registered with GeM is not required. Evaluation is on total-value-wise basis. Comprehensive Maintenance Charges are required.

The bid is reserved for Class 1 / Class 2 local suppliers per the Public Procurement (Preference to Make-in-India) Order 2017 dated 16.09.2020 (as amended); only Class 1 / Class 2 local suppliers may participate. MII Purchase Preference is available within L1 + 20% and up to 50% of bid quantity. MSE Purchase Preference is also enabled up to L1 + 15%. The bid splitting is not applied and the bid is not reserved for Make-In-India SMSE OEMs specifically beyond the local-supplier-class restriction.

How to Bid

For the NAC GeM Bid

1. Register or log in on the Government e-Marketplace portal at https://gem.gov.in/ as a seller for Network Access Control products.

2. Search by GeM Bid Number GEM/2026/B/7525780 and add the bid to your dashboard.

3. Download the GeM Bid PDF, the BoQ document and any additional ATC documents attached by ESIC HQ.

4. Validate your eligibility against the high-value turnover thresholds (Rs 17.40 crore bidder turnover, Rs 139.20 crore OEM turnover) and the Class 1 / Class 2 local-supplier requirement.

5. Prepare the EMD of Rs 1.74 crore in favour of the Director General, ESIC HQ (ESI Fund A/c No. 1) and the ePBG of 5% valid for 62 months.

6. Upload all required documents - Experience Criteria, Past Performance, Bidder Turnover, OEM Authorization Certificate, OEM Annual Turnover, Additional Docs 1-4 per ATC, Compliance of BoQ with supporting documents, and ESIC's Integrity Pact.

7. Submit the bid digitally on GeM before 18:00 hrs on 01 June 2026; bid opens at 18:30 hrs the same day.

8. Be prepared for the Reverse Auction - the 50% lowest priced technically qualified bidders participate in RA, except as per the H1 exception rules in GeM GTC.

For the SDWAN RFP

1. Download the SDWAN RFP PDF directly from the ESIC tenders page; read every chapter including Introduction, Information to Bidders, Scope of Work (Architecture & Planning, Implementation, Operation, OnSite Resources), Special Terms (Uptime, Liquidated Damages, Payment Schedule, Performance Security), General Terms (DR / BCP, Information Security, Indemnity, IPR, Exit Management) and Selection Process.

2. Locate the pre-bid meeting date / time, EMD amount, language of bid, bid currency and the deadline for submission inside the RFP document.

3. Prepare the Pre-Contract Integrity Pact, the Authorised Signatory documentation and submit pre-bid queries through the channel specified in the RFP.

4. Important Instructions

• The bid bundle covers two distinct procurements - bidders should choose whether they qualify for the NAC GeM Bid, the SDWAN RFP, or both, based on their product portfolio and turnover thresholds.

• The NAC GeM bid mandates Class 1 / Class 2 local-supplier registration per PPP-MII Order 2017. Foreign bidders or non-MII-compliant resellers cannot participate.

• The NAC EMD of Rs 1.74 crore is high - bidders should plan EMD instruments well in advance; MSE manufacturers may seek exemption with valid Udyam Registration per GeM GTC, but traders are excluded.
