Directorate General ESIC, New Delhi has issued two Addendum Notices to the GeM Rate Contract (RC) Bid Number GEM/2026/B/7258510 for the procurement of Anesthesia Workstation. About the Addendum Notices
The Directorate General of ESIC has issued two successive corrigenda to the DG ESIC GeM Rate Contract bid for Anesthesia Workstation under GEM/2026/B/7258510. The Notice 1 (dated 17 March 2026, reference C5) reset the Buyer Added Bid Specific Additional Terms and Conditions. The Notice 2 (dated 25 March 2026, reference C8) further superseded all existing "Buyer added Bid Specific Terms and conditions" including those issued in the Notice 1 (C5), and prospective bidders are advised to bid strictly as per the conditions stated in the Notice 2 going forward.
The revised conditions cover purchase-order placement (orders to be placed by buyer separately based on requirement), tax and duties treatment (toll tax, entry tax, octroi duty and local taxes are to be included in the basic rate quoted by the seller), demurrage charges (0.5 percent of total contract value per day for rejected items not lifted within 48 hours; destruction by station board of officers if not lifted within a month), packing material handling, non-return of hard disks, end-user certificates, material test certificates, malicious-code certificates, OEM Turnover Criteria, escalation matrix for service support and ISO 9001 certification - all applicable to anesthesia workstation supply, installation and commissioning under the Rate Contract.
A critical execution criterion - the Bidder or its OEM (themselves or through resellers) must have executed projects for supply and installation / commissioning of same or similar Category Products during the preceding 3 financial years (current year and three previous financial years) as on bid opening, with one of: (i) Single order of at least 35 percent of estimated bid value, OR (ii) Two orders of at least 20 percent each of estimated bid value, OR (iii) Three orders of at least 15 percent each of estimated bid value. Satisfactory Performance Certificates from the respective Buyer Organisation for the above orders must be uploaded with the bid.

Document Requirements
The bidder must upload the following with the bid - audited balance sheet or CA / Cost Accountant certified turnover certificate for the relevant periods, OEM Authorization Certificate, satisfactory performance certificates from the Buyer Organisation for the executed similar orders, the Malicious Code Certificate as drafted in the corrigendum, ISO 9001 certificate (bidder or OEM), escalation matrix for service support, and documentary evidence of a functional service centre in the state of every Consignee location.
For Make in India compliance, bidders must comply with applicable DPIIT orders. For GST, bidders are advised to check applicable GST on their own before quoting - GST reimbursement will be as per actuals or as per applicable rates (whichever is lower) subject to the maximum of quoted GST percent. Faulty Hard Disks of servers / desktops / laptops shall not be returned to the OEM or supplier against warranty replacement (per ESIC's security policy).
Important Instructions
The Addendum Notice 2 (C8) dated 25 March 2026 supersedes the Addendum Notice 1 (C5) dated 17 March 2026 and all earlier Buyer Added ATC for this RC bid. Bidders must comply with the latest Notice 2.
All bidders must execute projects in the last 3 FYs at one of - 1 order at 35 percent, 2 orders at 20 percent each, or 3 orders at 15 percent each - of estimated bid value, with satisfactory performance certificates from the Buyer Organisation.
The Bidder or OEM must possess ISO 9001 certification and a functional Service Centre in the state of every Consignee location (or set one up within 30 days of contract award).
GST is to be checked by bidder; reimbursement is capped at quoted GST percent or actuals (whichever is lower).
Faulty hard disks under warranty will not be returned to OEM / supplier per ESIC's Security Policy.
The Malicious Code Certificate (covering hardware and software) is mandatory; breach attracts contract enforcement.
IT equipment supplied as part of the anesthesia workstation must be IPv6-ready from day one.
