Tender Details
The Competent Authority, ESIC Regional Office Kolkata, on behalf of the Director General, ESI Corporation, is inviting online centage-charge offers for the Balance Work in respect of Upgradation of Asansol ESIS Hospital from 100 bedded to 150 bedded. The work is to be executed on a deposit-work basis under Rule 133(3) of the General Financial Rules-2017, through a Memorandum of Understanding with a Central, State or Public Sector Undertaking, autonomous body or eligible government entity.
The tender package comprises five sections - Section 1 (Notice Inviting Bid), Section 2 (Instructions to Agency), Section 3 (Qualifying Criteria), Section 4 (Financial Proposal) and Annexure IV (Memorandum of Understanding template). The bid invites a percentage rate up to two decimal places greater than zero in the Section-4 financial bid. There is no EMD requirement for this tender, in line with the deposit-work / PSU-to-PSU engagement model.
The NIT and tender document are uploaded on https://eprocure.gov.in/eprocure/app and the ESIC tenders page, both of which bidders must monitor for any corrigendum. The annual budgetary amount of Rs 14,55,19,478 is the approved baseline for evaluating the agency's centage charges - the percentage quoted by the bidder applies to the approved project cost.
Eligibility / Pre-qualification
The tender is restricted to Central / State Government organisations and Public Sector Undertakings or autonomous bodies eligible under GFR-2017 Rule 133(3). The Section-3 qualifying criteria include:
Eligibility as a Central / State Govt organisation, PSU or autonomous body covered by GFR Rule 133(3).
Annual financial turnover and experience criteria detailed in Section 3 of the bid document.
Authority letter from the Competent Authority (CMD / MD / Chairman) of the bidder on company letterhead, duly signed and stamped.
Acceptance of all terms and conditions in the prescribed format (Annexure I) along with the undertaking (Annexure II).
Joint Venture / Consortium participation is generally not permitted under ESIC's deposit-work PMC framework - verify the latest position from the parent NIT and any corrigendum before bidding.
EMD / Earnest Money
There is no Earnest Money Deposit requirement for this tender. The bid security pattern is consistent with ESIC's standard deposit-work model where eligibility is governed by GFR Rule 133(3) and the engagement runs on a MoU rather than a commercial EMD / PBG structure. Performance Security obligations (typically 10% of the approved estimated cost) would apply at the time of MoU signing as detailed in the parent NIT and Section 2 of the bid document.
