Tender Details

The Regional Director, ESI Corporation, Regional Office Punjab is inviting online percentage-rate e-tenders on behalf of the Director General, ESI Corporation, from reputed, registered contractors for Special Repair Works covering the dismantling of the existing boundary wall and the construction of a new boundary wall at the ESI Staff Quarter and Branch Office at Amritsar, Punjab. The tender is issued for the financial year 2026-27 as part of ESIC's maintenance programme for staff quarters and branch infrastructure in Punjab.

The bid is in two-bid system mode - Technical Bid (instructions to bidders, contract agreement, general and particular conditions of contract, list of approved makes, integrity pact, Form 7/8, letter of transmittal, performance guarantee and technical bid forms) and Financial Bid (BoQ-based price quote on percentage rate). Eligibility / Pre-qualification

• The tender is open to reputed, registered contractors only - it is not restricted to PSUs.

• Not more than one tender can be submitted by one contractor or contractors having business relationship; close relations and partner / director-common firms cannot bid as separate competitors.

• Joint Venture Agreement / Consortium is not allowed.

• All bidders must hold a valid Class III Digital Signature Certificate (signing key usage) issued by a CCA-recognised certifying authority (Sify / TCS / nCode / eMudra etc.) registered on the CPP Portal.

• Detailed qualifying criteria, list of approved makes and technical-bid forms are specified in the bid document; bidders must comply with every clause without deviation.

EMD / Earnest Money

• EMD Amount - Rs 1,93,924 (approximately 2% of estimated cost of work)

• Mode - Online indication via CPPP plus hard-copy DD / Pay Order

How to Bid

1. Register on the e-Procurement module of the Central Public Procurement Portal at https://eprocure.gov.in/eprocure/app with a valid Class III DSC.

2. Search by tender title or by the ESIC Punjab Regional Office and download the complete bid document including BoQ and Integrity Pact.

3. Attend the pre-bid meeting on 28 May 2026 at 3:00 PM at ESIC Regional Office Punjab, Panchdeep Bhawan, Sector 19-A, Chandigarh, or submit pre-bid queries to rd-punjab@esic.gov.in well in advance.

4. Prepare the Technical Bid documents - registration / experience certificates, technical-bid forms, Form 7/8, letter of transmittal, integrity pact, performance guarantee format and the list of approved makes.

5. Quote the percentage rate above or below the BoQ in the financial bid template without modifying the format.

6. Arrange the EMD of Rs 1,93,924 via DD / Pay Order in favour of ESIC RO Punjab and prepare to deliver the original hard copy at ESIC RO Punjab on or before 03 June 2026 at 01:00 PM.

7. Scan bid documents at 100 dpi black and white, upload them digitally on the CPP Portal one by one as indicated in the bid document, and click Freeze Bid Submission well before the cut-off displayed on the portal.

8. Print and retain the bid summary as acknowledgement; use it as the entry pass to the technical-bid opening on 04 June 2026 at 3:00 PM.

Important Instructions

• Bidders must not modify the downloaded tender form including the price-bid template. Modification leads to rejection, EMD forfeiture and ban from doing business with ESIC.

• Only EMD is to be submitted in hard copy on or before 03 June 2026 at 1:00 PM at ESIC RO Punjab, Chandigarh; all other bid documents are uploaded online.

• Not more than one bid is permitted per contractor or per group of related contractors; common partners or directors among bidding firms render the tenders of both parties liable to rejection.

• Joint ventures and consortium bids are not allowed for this tender.

• Bidders are responsible for ensuring they do not lend their DSC to others; misuse is the bidder's responsibility.

• ESIC reserves the right to reject any or all tenders, or to cancel / withdraw the bid without assigning reasons; no bidder shall have any claim arising out of such action.
