Eligibility

• Licensed drug manufacturers, authorised dealers and licensed wholesalers/retailers holding a valid drug licence are eligible to bid.
• The tenderer must be registered with the Diu GST department or have applied for GST registration.
• The tenderer must have VAT/Sales Tax registration.

Terms and Conditions

• The rate quoted must be inclusive of all taxes and valid for one year from the date of tenderisation.
• All taxes, duties and royalties payable on sales/transport within and outside the state are payable by the supplier.
• The tender must include the name of the manufacturer and complete specifications for items quoted along with a catalogue in the Technical Bid.
• The Tender Fee of Rs.500 must be in the form of a Demand Draft from any Nationalised or Scheduled Bank of India payable at Silvassa, Dadra and Nagar Haveli.
• The EMD of Rs.12,500 must be in the form of a Fixed Deposit Receipt payable to M/s National Ayush Mission, DNH and DD. Cash EMD will not be accepted. Tenders received without EMD will be summarily rejected.
• Security Deposit: The successful tenderer must pay 10% of total order value as security deposit (as FDR) within 3 days of receipt of the supply order. This will be refunded after 6 months of completion of the supply order.
• Tenders must be submitted in two-envelope (two-bid) system: Envelope 1 (Technical Bid) and Envelope 2 (Financial Bid).
• Rates must be quoted strictly for items specified in the list; rates for items of different make/specification will not be considered.
• Supplies of inferior quality, different specifications or broken articles will not be accepted. The supplier must replace them at their own cost and risk.
• Demurrage charges due to delayed receipt of dispatch documents will be recovered from bills.
• The rate should be quoted only for 1st class and standard quality items.
• Bills must be submitted in triplicate. Bills above Rs.5,000 must be pre-receipted on a Revenue Stamp.
• All bills must carry the certification that Sales Tax has not been exempted and the amount charged is in accordance with the relevant Act/Rules.
• Extension of time for supplies may be considered with a levy of up to 5% compensation for delay.

How to Bid

3. Prepare the Technical Bid (Envelope 1) containing EMD, tender fee DD, technical specifications and other required documents.
4. Prepare the Financial Bid (Envelope 2) with rate quotations.
5. Submit the online bid through www.ddtenders.gov.in by 1 June 2026 at 15:00 hrs.
6. Submit the physical EMD (FDR) and required documents to the Health Officer, Community Health Centre, Ghoghla, Diu by 1 June 2026 at 13:00 hrs.

8. The tenderer may be called for a sample or demonstration with one week's advance notice. Failure to arrange the demonstration will result in rejection.

Important Instructions

• The Tenderer Inviting Officer's decision on acceptance or rejection of any articles supplied, including equivalence of specifications, is final.
• The right to reject any or all tenders in part or whole without assigning any reason is reserved.
• If the successful tenderer fails to execute the supply order, the EMD will be forfeited to the Government.
• No separate agreement is required; the tender response to this inquiry constitutes acceptance of all terms and conditions.
• Rates quoted should be FOR Community Health Centre, Ghoghla, Diu and valid for one year from the invitation date.
