Scope of Services
The selected vendor will deliver an end-to-end Job Fair experience covering the full registration-to-report cycle:
Registration of ESM - online registration on the vendor's platform / website prior to and during the Job Fair, capturing all required fields for identification, skill mapping and reporting.
Registration of Employers - online onboarding of employers with employer details, jobs offered and job locations.
Resume Preparation for ESM - generation of ESM resumes from registration data at zero cost to the Ex-Servicemen.
Skill Mapping of ESM - matching ESM skills against employer-listed Job Roles.
Sharing of Resumes with Employers - online sharing of shortlisted ESM resumes with the respective employers prior to and during the Job Fair.
Arranging Interviews - coordination of interviews between ESM shortlisted by the employers, during and after the Job Fair.
Conduct of the Job Fair - venue development as per Annexure A, lunch for 1,000 persons as per Annexure B and thematic layout as per Annexure C.
Preparation of Report - detailed report to DGR within one week of the Job Fair covering ESM and employer data, shortlisted candidates and interview outcomes, in the format at Annexure D.
Sequence of Actions through GeM
Create a portal on the vendor's website for ESM and employer registration; share the link with DGR for publicity and hosting on the DGR website.
Open registration for a particular Job Fair at least one month before the scheduled date and continue until the day of the event.
Share resumes of registered ESM with registered employers by matching skills to posted Job Roles.
Update DGR on registration status one week before the scheduled Job Fair and again on the day before the event.
Conduct the event on the scheduled day.
Submit the Job Fair report within one week of the event in the prescribed Annexure D format.

Thematic Layout - Annexure C
The Annexure C sketch positions the Stage at the top of the venue, an ESM Sitting Arrangement in the central enclosure, stalls running down both the left and right flanks and along the bottom edge of the central area, a Corporate Lounge in the top-left corner and the ESM Dining Area at the bottom of the layout. The vendor must reproduce this configuration on the ground.
Report Format - Annexure D
Within one week of the Job Fair, the vendor must submit a report to DGR with three blocks:
ESM Data - S.No., Service No., Rank, Name, Service, Mobile.
Employer Data - S.No., Company Name, Name of Representative, Vacancies Offered, Mobile.
Summary - Job Fair Location, ESM Registered, Employers Registered, ESM Resumes Shared with Companies, ESM Shortlisted for Employment, ESM Selected.

Important Instructions
DGR has stated that the dates of the event may change by one to two weeks and the vendor must be prepared to conduct the events accordingly without any change in quoted price.
A Non-Disclosure Agreement will be signed between the vendor and DGR to prevent sharing of ESM data with any agency other than the registered employers seeking to hire ESM for posted job roles.
The vendor's portal link will be shared with DGR for publicity and hosting on the DGR website - the registration portal must therefore be production-ready before the registration window opens.
DGR must be informed of the state of registrations at two specific checkpoints - one week before and one day before each Job Fair.
