Tender Details
ADA Campus-II requires a comprehensive architectural and structural consultancy for upgrading its existing canteen facility. The scope covers design of a General Dining Hall with a seating capacity of 200 persons and a VIP/VVIP Dining Hall with a capacity of 40 persons. Both halls require provision of separate hand-wash facilities. The General Dining Hall must include a food store area, food service area, utensil washing area and two hand-washing rooms. The VIP/VVIP hall requires a food service area and one hand-washing room.
The scope also includes proper rain water protection, drainage, flooring, hanging interior lights, puff sheet/acrylic poly carbonate roofing elements, two toilets (one on the General side and one on the VIP side), re-routing and fire extinguisher line solutions, protection of the existing earthing grid and extension of the existing lift.
The selected architect must deliver the following under Annexure-I:
- Site visit and assessment of site conditions and constraints
- Three different sets of preliminary plans, drawings and elevations for approval
- Schema and working drawings covering all structural and civil works, external and internal electrical (lighting, telephone, CCTV), plumbing, air conditioning, false ceiling, detailed estimate and Bill of Quantities (BoQ) with DSR 2023 for e-procurement portal
- Structural working drawings using ETABS/STADD PRO structural analysis, with three sets of "Good for Construction" drawings
- 3D perspectives, views and walk-through presentations
- Detailed drawing package including floor plans with all dimensions, working drawings with length/width/depth details, footing/beam/column reinforcement drawings, internal and external electrical circuit drawings including DB connections, DPR for extension of existing lift
- Project-specific drawings for furniture layout, telephone and CCTV, plumbing and sanitary works, AC/HVAC, false ceiling, firefighting and fire alarm systems
- Detailed Estimate and BoQ (soft and hard copy, duly signed by architect)
GST at 18% is applicable on the quoted amount. The grand total (base amount plus GST) must be quoted in the prescribed schedule.
Eligibility / Pre-qualification
- The Architect/Consultant must be registered with the Council of Architecture or Institution of Engineers under the Architects Act, 1972
- Must have expertise in design of buildings; a running office within Karnataka State is preferred
- Audited balance sheets and Income Tax Clearance Certificates for the last three financial years must be submitted
- Details of the maximum value of work done in a single contract in the last three years are required
- List of works executed during the last three years with completion certificates and photographic evidence
- Details of in-house facilities and design software used
- A brief note on understanding and innovative methodology for this specific project
- The bidder must not be blacklisted by any State or Central Government organisation in the past three years
- Agency/firm must have a minimum of three years of experience
Documents to Be Submitted
Tenderers must enclose the following with the bid:
- PAN number
- Name of Banker, account address and account number
- Service Tax Registration Certificates
- Registration certificate of the company or firm
- Proof of past experience in Central/State Government organisations, PSUs or reputed private companies
- Registration with Government departments for architectural works and proof of similar works carried out in the past three years
How to Bid
- Download the tender notice and Annexures (I and II) from the official website listed in Important Links above.
- Visit the ADA Campus-II site during the pre-bid conference on 18 February 2026 at 14:00 hrs to assess site conditions before quoting.
- Prepare your quotation filling all required particulars in the blank spaces of the tender document and sign every page.
- Quote unit rates in both figures and words in Indian currency (Rupees and Paise) as required by Annexure-II.
- Enclose all mandatory documents (PAN, registration, experience certificates, balance sheets, Tax Clearance, methodology note) with the quotation.
- Seal the quotation in an envelope superscribing the name of the work, due date, Tender Notice No. and your full mailing address.
- Address the sealed envelope to Director (Admin and HR), Aeronautical Development Agency, Bangalore-560017.
- Drop the sealed envelope in the Tender Box at ADA HQ Reception Building on or before 20 February 2026 at 15:30 hrs. Tenders received after 15:30 hrs will not be opened.
Important Instructions
- Rates quoted shall remain valid for 180 days from the date of opening of the tender.
- Where the rate in figures differs from the rate in words, the lower of the two rates shall be treated as the tendered rate and shall be binding.
- Tenderers are strongly advised to inspect the site and familiarise themselves with actual conditions before submitting their quotes.
- The successful firm must not sub-contract, transfer or assign the work to any other agency without the prior consent of the Director (Admin and HR), ADA.
- The work must be completed within four weeks from the date of receipt of the order or acceptance of the Letter of Indent.
- Liquidated damages at 0.5% of the total contract price per week of default apply, subject to a maximum of 10%.
- 100% payment will be released upon satisfactory completion and handing over of design, drawings, DPR and BoQ, accepted by the Head (Works and Services). Bills will be cleared within 30 days of submission.
- TDS on Income Tax and GST as applicable will be recovered from payments.
- Conditional and unsigned tenders, tenders with incomplete information, absurd rates or tenders not submitted in prescribed form are liable to rejection.
- The firm submitting the tender confirms it has read all terms and conditions and is acquainted with the scope and local conditions.
- All work must be carried out in accordance with the National Code of Practices and relevant IS codes.
- Canvassing in any form for award of the work is strictly prohibited and shall lead to rejection.
- Disputes will be settled by Arbitration under the Arbitration and Conciliation Act, 1996, conducted in Bangalore.
