Eligibility
Qualification
A graduate degree from a recognised University. Preference will be given to candidates having a post-graduate degree in the area of Agriculture, Veterinary Science, Sociology, Psychology or Social Work.
Should be well conversant with the local language.
Should possess a flair for teaching and computer knowledge.
Candidates for the post of FLCC counsellor may be selected from the open market.
Counsellors should have sound knowledge of banking, insurance, investment, pension, law and finance, with the requisite communication and team-building skills.
Experience (any one of the following)
Ex-banker with minimum 5 years of experience in any Nationalized Bank / RRB / Private Bank.
OR Persons having minimum 5 years of experience in banking or related fields, NBFCs / FIs.
OR Business Correspondent / BC-Coordinator with minimum 5 years of experience.
OR Ex RSETI Director with minimum 3 years of experience, or RSETI Faculty with minimum 5 years of experience.
Age
Maximum age at the time of appointment on contract should not be more than 64 years, subject to good health.
Residency
The candidate should be a resident of the respective state, preferably from the same district:

Selection Process
A panel will be formed to conduct the interview of shortlisted candidates. The panel may include:
Bank's Lead District Manager (LDM)
District Development Manager (DDM) of NABARD of the respective district
RM / DRM of the respective Region
The panel recommends the final names for selection to the Zone, and the Zonal Head takes the decision on engagement of the candidate.
Remuneration
Consolidated remuneration: Rs. 25,000/- per month (Fixed)
Conveyance reimbursement: Maximum Rs. 5,000/- per month
Rs. 3,000 if less than 10 camps conducted per month
Rs. 5,000 if more than 10 camps conducted per month
The camp conducted should be away from the FLCC centre and no vehicular facility availed from LDM / RO for the bidder to claim HA.
The entire district is the jurisdiction of the FLCC for conducting camps / meetings.
LDM / RO / Base Branch can disallow any claim of HA with justifications.
Monthly Visit Diary
FLC Counsellor has to submit a monthly visit diary of Financial Literacy Camps to the RSETI Director / Lead Bank Manager (LDM) / Branch Head of base Branch.
The LDM / Base Branch Head submits a monthly report to the Zonal Manager (with a copy to RO) before payment of monthly remuneration.
Zonal Office releases the amount of monthly remuneration on verification of the monthly visit diary.
For a service period of less than one month, the payment is made on a pro-rata basis.
Statutory tax deductions are done as applicable by the paying authority.
Halting / Travelling Allowance while on Tour
Halting allowance for FLCC counsellor:
Rs. 300/- for more than 8 hours without night stay
Rs. 600/- with night stay
Travelling expenses for attending any training program / outside the head quarter: as applicable for JMG/S-I officer.
Terms of Appointment
Appointment of the counsellor is on contract basis for a period not exceeding 1 year. Renewal of the contract may be extended by RO based on approval from ZO, subject to satisfactory performance and annual review.
The contractual engagement is purely on temporary basis and will not vest any right to claim for regular appointment or for continued contractual appointment.
For renewal of contract, the LDM or RSETI Director (as decided by RO) or Branch Head of base Branch recommends renewal / non-renewal to the Region; the Region further sends its recommendation to the Zone, and the Zone takes the final decision. (Where there is no Lead bank / RSETI center, the base branch submits its recommendation to the Region.) The Zone informs the renewal / non-renewal of the contract to the Corporate Office.
The contract may be terminated with notice of one month from either side.
Renewal of contract is at the Bank's sole discretion in terms of extant policies and rules.
Key Responsibility Area
The selected counsellor will be in charge of a particular FLC and will provide counselling at the FLC in accordance with the Guidelines of RBI on FLC. The counsellor reports to the concerned Lead District Manager or RSETI Director (as decided by RO), or to the Base Branch office in case of non-lead Districts.
Roles and Responsibilities
Carry on day-to-day activities of FLCs as per guidelines of RBI.
Maintain arm's length relationship with the Author Banks.
Not give the impression that the counselling centres are part of the bank.
Not promote the products of the Bank.
Not give an impression to the general public / bank constituents that the counselling centres are recovery or marketing agents of the bank.
Provide counselling services except to wilful defaulters.
Impact financial literacy in the form of simple messages like why to save, why save with banks, why borrow from banks etc.
Provide counselling and debt management services free of cost to the customers so as to put no additional burden on them.
Provide financial literacy activities to trainees of Rural Development and Self-Employed Training Institutes towards skill development and capacity building for increased earnings / debt repaying ability of distressed borrower families.
Not involve themselves in recovering and distributing money.
Assist and guide distressed individual borrowers.
Ensure that mis-selling of financial products and services does not take place.
Conduct Financial Literacy Camps on Digital Banking with the latest digital banking products.
Maintain a register containing details such as name, gender, age, profession, contact details, banked / unbanked status, services availed and linkage with banking services.
Arrange gram sabhas / awareness camps in rural areas.
Submit a tentative quarterly visit schedule to the LDM (the LDM puts the report in the DLCC meeting as an agenda item).
Impart knowledge on various Government of India schemes like PMJDY, APY, PMSBY, PMJBY and other social security schemes, Digital Banking etc., as announced from time to time per instructions of HO / ZO / LDM.
Other responsibilities that may deem fit from time to time.
Reporting Authority
The selected counsellor will report to the concerned Lead District Manager / RSETI Director / Regional Office (in case of non-Lead District). They will submit a monthly report to the Zonal Manager (with a copy to RO) before payment of monthly remuneration.

The sanctioning authority for leave and out-of-pocket expenses is the RSETI Director where the FLCC is situated. Where RSETI centres are not situated / Non-Lead Districts, the sanctioning authority is the Lead District Manager / District Coordinator / RO. The sanctioning authority must submit a statement of sanctions to the Regional Head every month.
Review of Contract
The Zonal Manager is the competent authority for renewal of the contract of the FLCC counsellor.
Discontinuation / Termination of Services
If the performance of the FLCC is not satisfactory or for any other reason, the Zonal Manager, on the recommendations of the Regional Manager, may issue one month's notice for discontinuation / termination to the FLCC and the services will be discontinued / terminated on completion of the notice period. The FLCC may also issue a notice of one month to the Regional Manager / RSETI Director / LDM with a copy to the Zonal Manager in case he / she wants to discontinue / terminate the contract. The notice must be received by the Zonal Manager, who is the appointing authority of the counsellor.
